BACOLOD City – Barangay 3 captain Leonidas “Bob” Asan wants to declare a resident in his village a persona non grata.
Asan said he will ask his barangay council members to pass a resolution for this.
The village chief said this after receiving complaints from several constituents, particularly from the parents of barangay day care center pupils.
Resident Ma. Gizela Palomares-Ablana – through her legal counsel Jose Max Ortiz – wrote Mayor Evelio Leonardia on July 30 asking to remove a two-story building near her house, Asan said.
The building houses the day care center on the first floor and the barangay hall on the second floor.
In the letter, Ortiz said the structure was illegally constructed and has caused “great disturbance” to Ablana for years.
He said Ablana has been complaining to the barangay about the “noise pollution” caused by people occupying the building.
“We hope you will heed our request that the said structure be removed or demolished within 30 days from receipt of this letter,” read part of the letter.
But Asan said he and his fellow village officials will not allow the demolition of the building without a court order.
He added that he will seek assistance from the City Legal Office (CLO). He also called Ortiz’s letter a “threat.”
CLO head Atty. Joselito Bayatan said the city government cannot intervene “for now.”
Complaints about noise and disturbance must be settled at the barangay level, Bayatan said.
He added that the lot where the building stands was donated by the Capitol Subdivision, Inc. to the barangay./PN
