
BACOLOD City – This city was once again recognized with the Seal of Good Local Governance (SGLG) by the Department of Interior and Local Government (DILG).
City Administrator Lucel Gelvolea said the city was conferred with the prestigious seal for two consecutive years.
“This means that the city under the administration of Mayor Alfredo Abelardo Benitez is consistent with its programs in terms of promoting good governance in all aspects,” Gelvolea said.
And, because of this award, Gelvolea hopes that the city government employees will be given the performance-based bonus (PBB).
Previously, local government units (LGUs) that were SGLG awardees gave PBB to employees. But the incentive was suspended following the issuance of Executive Order (EO) No. 61 of President Ferdinand Marcos Jr. in June this year. The EO suspended Administrative Order (AO) No. 25-2011 and EO No. 80-2012.
AO No. 25 established a unified and integrated Results-Based Performance Management System (RBPMS) across all departments and agencies within the executive branch of government while EO No. 80, as amended by EO No. 201-2016, adopted a Performance-Based Incentive System (PBIS) that comprises Productivity Enhancement Incentive (PEI) and PBB to motivate higher performance and exact greater accountability in the public sector and ensure accomplishment of government commitments and targets.
Gelvolea said that until now they are still waiting for new guidelines so that the pending 2023 PBB could be released.
Meanwhile, Mayor Benitez received the 2024 SGLG award yesterday at The Manila Hotel.
The event celebrated the seal’s 10th year of recognizing LGUs that demonstrate exemplary governance under the theme “Isang Dekada ng Pagkilala sa Tapat at Mahusay na Pamamahala.”
As an SGLG passer, Bacolod City is now eligible for the SGLG Incentive Fund and other national program benefits, enabling it to further enhance its initiatives in delivering inclusive and sustainable progress for its residents.
Last year, the city received P2.3 million in fund which was utilized by the city for the installation of an information panel and purchase of laptops for the city’s digitalization program./PN
