BACOLOD City — The Sangguniang Panlungsod (SP) has unanimously approved a resolution urging the City Health Office (CHO) to immediately establish and operate a 24/7 mental health and crisis hotline for Bacolodnons.
Authored by Councilor Caesar Distrito, the measure seeks to provide round-the-clock psychological support and intervention for individuals struggling with mental health issues.
“Over the past years, cases involving depression, anxiety, self-harm, and domestic violence have been steadily rising. Our constituents deserve immediate access to professional help that can prevent escalation and potentially save lives,” Distrito said.
Once operational, the hotline will offer psychological first aid, risk assessment for suicide and violence, immediate counseling, and emergency referrals to hospitals and support agencies.
The resolution aligns with the Mental Health Act (Republic Act No. 11036), which guarantees every Filipino the right to timely, affordable, and accessible mental health care. The law also directs local government units to establish community-based mental health programs, including 24-hour crisis hotlines.
According to the proposal, the hotline will be manned by trained and licensed mental health professionals and will be directly connected to Bacolod 911, the City Social Services and Development (DSSD) Office, hospitals, schools, and other concerned agencies to ensure rapid coordination, referral, and aftercare.
Co-author Councilor Celia Flor stressed the importance of early intervention.
“Timely intervention saves lives. Having a dedicated hotline ensures that when someone reaches out in their darkest moment, there is a professional ready to listen and respond,” she said.
The resolution also calls for a sustained public information campaign to make sure every household is aware of the hotline number and the services it offers.
“With compassion, readiness, and the right system, we can prevent crises and offer hope to individuals and families in distress,” Distrito added.
The move comes amid renewed public awareness on mental health issues, following reports that Emmanuelle Atienza, daughter of TV personality Kim Atienza, allegedly died by suicide due to mental health struggles./PN
