BACOLOD City — The Sangguniang Panlungsod (SP) has approved a resolution urging IPM–Construction and Development Corporation (IPM-CDC) to strictly comply with its regular garbage collection schedules, particularly during the Christmas and New Year holidays, amid persistent complaints of uncollected waste in several barangays.
Authored by Councilor Atty. Caesar Distrito, the measure calls on IPM-CDC to immediately address the recurring problem of missed and irregular garbage collection, as well as the accumulation of typhoon debris, which residents said has remained unattended for more than a month.
The SP noted that the buildup of garbage along streets and in public spaces poses serious health and sanitation risks and negatively affects the cleanliness and overall image of Bacolod City, especially during the peak holiday season when waste generation is expected to increase.
“This resolution sends a clear message that prolonged missed collections will not be tolerated,” Distrito said.
He added that uncollected garbage endangers public health and the well-being of communities, stressing that strict adherence to collection schedules is crucial as waste volumes rise during the Christmas season.
The resolution further urges IPM-CDC to deploy additional personnel, garbage trucks, and equipment to clear the backlog of uncollected waste and typhoon debris in affected areas.
It also calls on the waste management firm to ensure the consistent, timely, and uninterrupted implementation of its contractual obligations with the city government.
In addition, IPM-CDC was directed to submit a corrective action and operations plan to the SP and the Bacolod Environment and Natural Resources Office (BENRO), detailing its deployment strategy and garbage collection routes during the holiday season, when waste is expected to significantly increase due to various celebrations./PN
