Bacolod wants all brgys compliant to DILG ‘Good Housekeeping’ seal

BACOLOD City – A proposed ordinance adopting the Seal of Good Housekeeping program of the Department of Interior and Local Government (DILG) in all barangays was approved on the third and final reading on Nov. 26 by the Sangguniang Panlungsod (SP).

Coucilor Em Ang, author of the ordinance, said the local government of this city initiated the Bacolod City Seal of Good Housekeeping (BCSGH) to institutionalize the fundamentals of good governance essential to barangay public administration and development.

The program seeks to encourage all barangays within the territorial jurisdiction of Bacolod City to aspire for excellence and aggressively scale up interventions aimed at the practice of good governance.

Ang further said that the Bacolod City government is deeply committed to the virtue of competent local governance especially at the barangay level.

The lady councilor stressed the adoption of the Seal of Good Housekeeping entails the observance of transparency and accountability through the espousal of the DILG’s Barangay Full Disclosure Policy regarding the local budget and finances, and the posting of bids and public offerings in both three  conspicuous places as well as the localized Full Disclosure Policy Portal.

Part of the ordinance said “Barangays with the Seal of Good Housekeeping shall be entitled to a cash award, as a support fund to finance local development initiatives in the furtherance of both national and local government goals and strategic thrusts.”

For the implementation of the ordinance, a technical working group to be composed of the City Mayor or his/her duly authorized representative, the Vice Mayor, the SP secretary, the president of the Liga ng Barangays, the City Budget Officer, City Accountant, the DILG Bacolod City Field Office Director, and City Planning Development Officer is to be established./PN
