* ARTICLE XVI Sec. 6. – The State shall establish and maintain one police force, which shall be national in scope and civilian in character. G.R. NO. L-19067-68

* Article II Declaration of Principles and State Policies, Sec. 22 – The State shall recognize the rights of indigenous cultural communities within the framework of national unity and development.

* Article XII, Sec. 5 National Economy and Patrimony – The State, subject to the provisions of this Constitution and national development policies and programs, shall protect the rights of indigenous cultural communities to their ancestral lands to ensure their economic, social, and cultural well-being.

The Congress may provide for the applicability of customary laws governing property rights or relations in determining the ownership and extent of ancestral domain.

* Article XIV Education Sec. 2 No. 4 – Encourage non-formal, informal, and indigenous system.

* Article XIV Arts and Culture Sec. 17 – The State shall recognize, respect and protect the rights of indigenous cultural communities.

* Article XVI General Provisions, Section 1 – The Congress may create a Consultative Body to advise the President on politics affecting indigenous cultural communities, the majority of the members of which shall come from such communities.

* Article XVI, Section 11 (1) mandates that the ownership and management of mass media shall be limited to citizens of the Philippines, or to corporative, associations, wholly-owned and managed by such citizens. The Congress shall regulate and prohibit monopolies in commercial mass media when the public interests so requires.

* Article XIII Social Justice and Human Rights, Sec. 6 – The State shall apply the principles of agrarian reforms for stewardship.

* Article XIII Section I – The Congress shall give the highest priority to the enactment of measures that protect and enhance the right of all the people to human dignity, reduce social, economic, and political inequalities, and remove cultural inequalities… (To be continue/PN)
