MANILA – Instead of raising taxes, why doesn’t the government improve its tax collection?
Bayan Muna Partylist believes that it is through collection efficiency that the government will resolve its revenue loss of P600 billion.
Pushing for higher excise taxes on oil products, vanity products, electronics, sugar, and salt would be an added burden for Filipino consumers, said Rep. Carlos Isagani Zarate.
“These agencies – Bureau of Internal (BOR) Revenue and Bureau of Customs (BOC)– should not rely mainly on indirect consumption taxes like the value added tax and excise taxes, which would hit the poor the hardest because it is ultimately passed on to consumers regardless of their salaries,” Zarate said.
According to him, passing on the burden of tax to consumers, especially the poor, is “very regressive and characteristic of the neoliberal economic policies of past administrations.”
He further said the planned tax reform package will only benefit the rich and big corporations.
“Dapat galingan ng BIR and BOC ang koleksyon at pigilan ang korapsyon sa kanilang mga ahensya para hindi na kailangan pa ng bagong mga buwis o pagtataas ng mga lumang buwis pa,” said the Davao-based solon.
The BIR lost a P400 billion in revenues in 2012, data by the Department of Finance showed.
The bureau likewise incurred P200 billion of revenue losses in the same year, the same report said.
“The inefficiency in revenue collection is glaring. Kung makokolekta nga lang annually maski yung BOC P200 Billion losses ay malaki pa ito sa makukuha sa proposed oil excise tax,” Zarate said.
