CAPIZ — The Provincial Government of Capiz, in collaboration with the University of the Philippines (UP) Manila and Capiz State University (CAPSU), is eyeing the establishment of a ladderized medical program to expand medical education opportunities in the province.
The initiative was discussed during a meeting spearheaded by Governor Fredenil H. Castro on January 13, 2026, which brought together officials from UP Manila, CAPSU, and the provincial government.
Discussions focused on the proposed implementation of a comprehensive Ladderized Medical Program at CAPSU’s Main Campus, aimed at strengthening the province’s healthcare workforce.
Under the proposed framework, students will begin with foundational courses in midwifery, after which they may progress to a Bachelor of Science in Nursing (BSN) program. Graduates will then be equipped to pursue further studies in medicine, creating a clear and accessible pathway toward becoming licensed physicians.
Provincial officials said the program seeks to address the growing demand for healthcare professionals in Capiz while expanding access to quality medical education within the province.
The initiative forms part of Gov. Castro’s broader efforts to enhance educational opportunities and improve healthcare services in partnership with CAPSU leadership and Dr. Abundio Balgos.
The meeting also featured the presentation of the proposed design for the new College of Nursing building at CAPSU Main Campus, which is being developed with support from the Provincial Government to ensure sustainable growth and quality healthcare services for Capizeños.
Among those present were UP Manila Chancellor Dr. Michael Tee and Vice Chancellor for Academic Affairs Dr. Bernadette Heizel M. Reyes, along with officials from CAPSU and the Provincial Government, including Provincial Bantay Dagat Coordinator Glenn Beup and First District Deputy Administrator Ricky Martin.
