CAPIZ — Citing the need to protect vulnerable communities and fragile ecosystems in the aftermath of recent typhoons, the Provincial Government of Capiz has issued Executive Order No. 27, suspending all new and renewal applications for mountain quarry operations across the province.
The order, signed by Gov. Fredenil H. Castro, took effect November 18, 2025.
Gov. Castro said the suspension is a precautionary measure following the heavy rainfall and flooding brought about by consecutive typhoons that struck the province.
“Our environment must be at the forefront of our governance. We recognize that the adverse impacts of quarrying can worsen conditions in our already vulnerable landscapes, particularly after recent climatic events. This suspension aims to preserve our natural resources and protect the rights of our citizens,” Castro said.
The executive order cites Section 16, Article II of the 1987 Philippine Constitution, which upholds the State’s duty to maintain a balanced and healthful ecology, as well as provisions of the Local Government Code (R.A. 7160) empowering LGUs to act for the general welfare. It also aligns with the Philippine Mining Act of 1995 (R.A. 7942), which recognizes mineral resources as assets under State stewardship.
The provincial government emphasized its commitment to ensuring that any extraction or exploration efforts align with ecological preservation and community safety.
Amid heightened concerns over environmental degradation and the impacts of intensive quarrying, the Capitol has encouraged residents and stakeholders to participate in discussions on sustainable resource management.
While the suspension remains in effect, the province will conduct a thorough review of existing quarry policies and work with environmental experts and local communities to craft stronger regulations that balance economic development with environmental protection.
Environmental groups have welcomed the move, calling it a vital step toward fostering sustainability in Capiz.
