CAPIZ – The provincial government convened the first regular session of the 12th Sangguniang Panlalawigan (SP) for the 2025–2028 term on June 30 at the Session Hall of the capitol under the chairmanship of Vice Gov. James “Mitang” Magbanua.
The inaugural session marked a significant milestone in the province’s local governance as newly elected and re-elected officials began their legislative duties.
In his opening message, Gov. Fredenil H. Castro expressed his heartfelt gratitude to the members of the Sangguniang Panlalawigan (SP) for their dedication and service. He acknowledged the challenges faced during their previous term and commended their commitment to addressing the needs of the Capizeños.
“I expect more quality work and better outputs,” the governor said, emphasizing his optimism for the incoming term.
He also underscored the importance of integrity, professionalism, and mutual respect in public service, which he said are crucial in restoring public trust and fostering civic engagement.
During the session, newly elected SP members were given the opportunity to share their messages. Their speeches centered on a shared commitment to collaboration, unity, and building a trustworthy working relationship within the council to ensure effective governance.
As part of the initial proceedings, they began reviewing and refining their legislative procedures in an effort to streamline operations and enhance responsiveness to the province’s pressing concerns. The initiative aims to improve coordination, communication, and service delivery across the provincial government.
Present during the inaugural session were the 1st District SP members: Blesilda P. Almalbis, Emmanuel A. Billones Jr., Trina Marie A. Ignacio, Cesar S. Yap, Jr., and Jose Fulgencio A. Del Rosario.
Representing the 2nd District were SP members Neriza Joy G. San Felix, Aldwin A. Cruz-Am, Ma. Ivy A. Fundal, Gilbert O. Ardivilla, and Cecilio F. Fecundo.
Also in attendance were the ex-officio members: Paul Ivan R. Baticados, president of the Philippine Councilors League – Capiz; Nico A. Yap, president of the Liga ng mga Barangay – Capiz; Prince Rovic F. Gardose, president of the Sangguniang Kabataan Provincial Federation; and Rafe D. Laluma, the Indigenous Peoples mandatory representative.
