BACOLOD City – Will the Central Negros Electric Cooperative (Ceneco) stay as a cooperative under the National Electrification Administration (NEA), or convert into a stock cooperative or a stock corporation?

Ceneco has yet to hold a referendum (vote) on its status. Its Board of Directors has yet to decide when.

Ceneco’s Board of Directors was supposed to discuss the matter on May 9 during its first meeting after the April 30 Annual General Membership Assembly (AGMA).

But Roy Cordova, newly elected Ceneco president, already wrote NEA administrator Edgardo Masongsong on May 5 to seek guidance. Cordova was still the District 4 representative at the time.

Cordova sought clarification on NEA Memorandum No. 2015-034 dated Nov. 6, 2015, part of which pertained to deciding on an electric cooperative’s status during an AGMA.

All electric cooperatives in the Philippines were urged to hold a referendum on their status.

Section 25-A of the implementing rules and regulations for the NEA Reform Act of 2013 mandates all remaining electric cooperatives that are nonstock to hold a vote on whether they should:

* remain a nonstock, nonprofit electric cooperative under the NEA

* convert into a stock cooperative under the Cooperative Development Authority

* convert into a stock corporation under the Securities and Exchange Commission

Ceneco’s status was one of the agenda during the AGMA, Cordova said.

Consumer-member Rodolfo Song moved that Ceneco remain a nonstock, nonprofit cooperative. Utilities Consumers Alliance of Negros president Ernie Larida seconded.

Atty. Arnel Lapore, then president and presiding officer, recognized this motion only to declare it “out of order,” said Cordova. Lapore insisted that the Board shall decide on the referendum schedule.

Cordova said they will wait for the NEA’s reply before holding the referendum./PN
