BACOLOD City – Councilors asked the police and local social workers to stop the “rampant and blatant” sniffing of the inhalant commonly known for its brand Rugby among street children.
Bacolod must “promote a sound and conducive community for our citizens, particularly children,” and at the same time protect its distinction as a “child-friendly city,” the Sangguniang Panlungsod (SP) said.
The Department of Social Services and Development and the Bacolod City Police Office were urged to work to “get rid of areas” where street children gather to not only beg for alms but also sniff Rugby.
Street children “wander the streets of the downtown area, Bacolod public plaza going to the Reclamation (Area), Lacson Street, near the Capitol Lagoon and La Salle Avenue, [and] along BS Aquino Drive.”
They “freely move around … disturbing and threatening passersby,” the SP said in a resolution authored by Councilor Caesar Distrito.
“These street children should be immediately rescued by our concerned agencies … to take them away from consequences they may face if they continue to stay on the streets and use Rugby,” the resolution stated.
While smaller than other issues the city is facing, the proliferation of Rugby-sniffing street children “has long-term effects” and a “big impact.”
“[Street] children, at a young age, are exposed to illegal and immoral acts that may later make them in conflict with the law,” the SP said./PN
