ILOILO City – The Regional Trial Court in Antique ordered the arrest of a man charged with child abuse.
The 46-year-old Balbino Mineza of Barangay Evellio Javier in Hamtic, Antique was caught on Nov. 3.
The arrest warrant was issued by Judge Francisco Guzman, police said.
Mineza was charged with violating Republic Act 7610 (Special Protection of Children Against Abuse, Exploitation and Discrimination Act).
Mineza was detained at the Hamtic police station around 5:30 p.m. Thursday last week.
As of this writing, it was unclear if he was able to post bail that the court set at P200,000.
Republic Act 7610 defines child abuse as the maltreatment, whether habitual or not, of the child and includes any of the following:
* psychological and physical abuse, neglect, cruelty, sexual abuse and emotional maltreatment;
* any act by deeds or words which debases, degrades or demeans the intrinsic worth and dignity of a child as a human being;
* unreasonable deprivation of his basic needs for survival, such as food and shelter; or
* failure to immediately give medical treatment to an injured child resulting in serious impairment of his growth and development or in his permanent incapacity or death./PN
