MANILA – The Office of the President and the Department of Budget and Management has proposed over P600 million for the 2018 budget of the Commission on Human Rights (CHR).

But only P1,000 was approved by the House of Representatives.

If Congress will not give the proposed budget to the CHR, it might as well use the fund to buy modern equipment, such as body cameras, for Philippine National Police (PNP) officers, President Rodrigo Duterte said.

Kung ayaw ninyong isauli iyong pera diyan sa CHR (If you don’t want to return the budget to the CHR), why don’t you invest the money to buy equipment for the police?” said the President.

Duterte added that P600 million is enough to buy state-of-the-art cameras the size of a button that all police officers can wear 24 hours a day.

Such equipment can help in the administration’s war on drugs as long as they do not violate the privacy of law enforcers, said the President.

“Just don’t invade the privacy of the soldiers and the policemen. But you are free to embed and place cameras on the body of the law enforcers whenever they go out to operate because the Philippines is a narco-state already,” he said.

The proposed budget for the CHR has to go through the Senate and agreed upon in a bicameral conference committee. It will only become final when Duterte signs the reconciled version of the budget proposal. (UNTV)
