ILOILO City – Five persons lit firecrackers by the roadside to welcome the New Year. Police arrested them.
They ignored the order setting public plazas as firecracker zones – the only areas where people could light firecrackers and pyrotechnic devices, said Senior Inspector Shella Mae Sangrines, spokesperson of the Iloilo City Police Office (ICPO).
Four of the five persons were residents of this city. The other one was from Passi City.
On New Year’s Eve, the following were detained at the La Paz police station: Ricky Paula, 37, councilman of Barangay Alalasan, La Paz; Jefferson Claro, 37, of Barangay Aguinaldo, La Paz and caught in Barangay Sinikway, La Paz; and Jeffrey Blanco, 29, of Barangay Luna, La Paz.
On the other hand, Jeverson Dela Cruz, 27, of Barangay Calaparan, Arevalo was detained at the district police station.
Sangrines said the four would be charged with violating Executive Order (EO) 28 in relation to Republic Act 7183 (An Act Regulating the Sale, Manufacture, Distribution and Use of Firecrackers and Other Pyrotechnic Devices).
In Passi City, 30-year-old Mark Lester Baluyot was caught lighting firecrackers near his house in Barangay Man-it.
In June 20, 2017 President Rodrigo Duterte signed EO 28 limiting the use of firecrackers. It specifically confined the use of firecrackers to community fireworks display.
“(There) continues to be a substantial number of firecracker-related injuries, even casualties, every year, some involving bystanders,” part of the EO read.
Due to firecracker-related injuries and deaths, “the promulgation of stricter national standards, rules and regulations is warranted,” it stressed.
According to the EO, a community fireworks display must be “conducted under the supervision of a trained person duly licensed by the Philippine National Police.”
It should also be “allowed by the municipality/city concerned through a permit specifying the date and time of fireworks display and the specific area in which the display will be conducted, in conformity with national standards, rules and regulations.”
In Iloilo City, Mayor Jose Espinosa III issued EO 153, series of 2017 declaring the following as the only firecracker zones where people can light firecrackers and pyrotechnics: Plaza Libertad (City Proper), La Paz Plaza, Lapuz Plaza, Jaro Plaza, Molo Plaza, Arevalo Plaza, and Mandurriao Plaza.
“The arrested persons lit firecrackers by the roadside and not in the firecracker zones,” said Sangrines.
ICPO director Senior Superintendent Henry Biñas ordered the police chiefs of La Paz and Arevalo to file appropriate charges against the four men./PN
