ILOILO City – A wife of a Police Regional Office 6 (PRO-6) official was seen driving the latter’s staff car on New Year’s Day.
The officer who saw Dr. Joselle Tambungan plans to file charges against her and husband Senior Superintendent Christopher Tambungan, deputy PRO-6 director for operations.
But officer Tambungan came to the defense of his wife, saying she was allowed to use the vehicle and Chief Inspector Juvy Navales, who disclosed the issue in a blotter report, just wanted to humiliate him.
It was around 5:30 a.m. on Jan. 1 when Navales spotted Dr. Tambungan driving a Mahindra car (plate number EG-3571) issued to officer Tambungan, the female officer said in a blotter report dated Jan. 5.
Navales, a supervisor at the Regional Headquarters Support Group (RHSG), stated that the vehicle was a “police patrol car.”
Under Philippine National Police standard operating procedures, a civilian is prohibited from using/driving a police patrol car.
The officer responsible for the patrol car or to whom such vehicle was issued may be held administratively liable.
In a radio interview, Navales said she plans to file criminal and administrative charges against the Tambungan couple.
In a news conference yesterday, officer Tambungan stressed that his vehicle was not a police patrol car but a staff car.
The vehicle was for his personal use, and his immediate family could use it as well, the PRO-6 official explained.
“Lumabas si misis kasi inu-ubo ako sa sobrang stress at pagod, and during that time, lahat na drivers ko ay pinauwi ko para makauwi naman sila sa kanilang pamilya,” officer Tambungan told the press.
“Hindi naman ako pwede maka-drive kasi masama ang pakiramdam ko, so my wife took the initiative to use the staff car to buy medicine,” he added.
If the police official were to be believed, Navales was just getting back at him after he filed two administrative cases against her in 2016 for failing to render duty as officer of the day at the RHSG twice.
Yesterday, officer Tambungan disclosed that he discovered Navales was again absent on Dec. 31, 2016 when she was supposed to be on duty at the RHSG.
“She wants revenge because of what I did to her,” he said but contended that “mali talaga ang hindi mag-duty.”
“She (Navales) is trying to humiliate me,” officer Tambungan added. “Jan. 1 nangyari, Jan. 5 nagpa-blotter? At bakit niya ako ipa-blotter? Wala akong ginawang criminal offense.”
Nevertheless Tambungan said he is willing to face any charge that will be lodged against him.
