ILOILO City – Barangay captains deputized by the Land Transportation Office (LTO) to catch violators of traffic rules and regulations – especially those fond of on-road parking – must not abuse or misuse their authority to do so, warned City Administrator Hernando Galvez.
Abusive barangay captains will be held administratively liable, he said.
“With power comes responsibility. Barangay officials are accountable officers,” said Galvez.
He is banking on the planned two-day training for the barangay captains. LTO will conduct it.
“The barangay captain s must know their responsibilities as deputize officers of LTO,” said Galvez.
Over 30 barangay captains already expressed interest to be deputized.
According to Galvez, the Transportation Management and Traffic Regulation Office (TMTRO) already identified streets and barangays prone to illegal parking.
* City Proper – streets of General Luna, Jalandoni, Ledesma, Iznart, Valeria, De Leon, Muelle Loney, Duran, Rizal (from corner Burgos to corner Ortiz to Ma. Clara to Rizal-Ibarra, Rima-Rizal, Pala-pala 1 and 2), Estanzuela, Bonifacio, Tanza Baybay and Tanza Patyo, Delgado, Quezon and Mabini.
* Molo – barangays East Timawa, Infante, North Baluarte, East and West Habog-habog, San Juan, Boulevard, and Sto. Niño Norte
* Mandurriao – streets and barangays of R. Mapa, Q. Abeto, Guzman, Jibaoan Sur and Norte
* coastal road from barangays Ticud, San Isidro, Banuyao, Hinactacan in La Paz district to Bito-on in Jaro
* MacArthur Drive from Barangay Tabuc Suba, Jaro to Barangay Buntala, Jaro; Lopez Jaena Street, barangays Sambag and San Isidro.
* barangays Baldoza, Loboc, Mansaya, La Puz Norte, and Rizal Lapuz Sur in La Puz district to Barangay Rizal, La Paz
* Luna Street, E. Lopez Street, and Commission Civil to Burgos (all in La Paz).
On-road parking poses serious threat to public safety, said Councilor Plaridel Nava, citing a recent early morning vehicular accident in Mandurriao. A pickup crashed against a parked cargo truck. One teenager died and three others were injured.
The city has an existing “on-road parking ordinance” but the ban is only effective until 10 p.m. and this is being abused by truck drivers and owners.
“They deliberately convert and appropriate the roads as their parking areas or at least an extension of their garage, believing that the on-road parking ordinance is worthless during unholy hours,” said Nava.
The councilor said all roads must be free from any form of obstruction.
For Nava, the problem “is deeply rooted and everything stems from the lack of discipline and discernment on the part of vehicle drivers and/or owners, and followed by the want of faithful and consistent implementation of traffic rules and regulations on the part of the executive branch.”/PN
