CAPIZ – The provincial government here is eyeing a partnership with the Department of Public Works and Highways (DPWH) for the continued development of the new provincial capitol through a proposed Project Memorandum of Agreement (PMOA).
In a letter dated June 5, 2025, Project Implementation Officer Engr. Reden Marucot of the Provincial Engineer’s Office formally requested Gov. Fredenil Castro to enter into a PMOA with the DPWH. Copies of the letter were also sent to Vice Gov. James “Mitang” Magbanua and the Sangguniang Panlalawigan.
The proposal seeks the transfer of P30 million from the national government to the province for the implementation of the project, which focuses on the completion of essential infrastructure around the new capitol.
According to Marucot, the amount will fund the construction of access roads in front of the capitol, measuring 6.2 meters in width and 510 meters in length. The scope of work includes concrete pavements, riprap curbs and gutters, sidewalks, a 695-square-meter parking area, aggregate base courses, and the installation of a project billboard, among others.
He reported that phase 1 of the capitol building — which covers the structural design — is already 100 percent complete, with a budget of P475 million. On the other hand, phase 2, which involves architectural works, is currently ongoing and about 20 percent complete, with a budget allocation of P450 million.
The new provincial capitol will feature an upper ground floor and a session hall located on the fifth floor. It will also be equipped with three elevators providing vertical access throughout the building.
Marucot also mentioned that the P30-million funding originates from the 2025 General Appropriations Act (GAA) and is earmarked for allocation to the provincial government. Additional works will include tamburong structures, expanded sidewalks, and other enhancements to the complex.
He confirmed that the construction is targeted for completion by March 2026, although this timeline remains tentative due to ongoing work and potential project adjustments./PN
