ILOILO City – Chief Inspector Jovie Espenido stays as police director of Ozamiz City, Misamis Occidental for now. His reassignment to this city has been cancelled.
An Ilonggo is taking over the Iloilo City Police Office (ICPO) as new chief: Senior Superintendent Henry Biñas.
Biñas, a native of Barotac Nuevo, Iloilo, is currently the director of the Negros Oriental Police Provincial Office.
Chief Superintendent Cesar Hawthorne Binag, Western Visayas police director, announced Biñas’ reassignment yesterday.
Special Order No. 9011 from Camp Crame directs Biñas to lead the ICPO effective Sept. 1 and replace Senior Superintendent Remus Zacharias Canieso.
Canieso was relieved on Tuesday last week – the same day President Rodrigo Duterte announced that he was sending Espenido to this city – via Special Order No. 8834, which also relieved Espenido from Police Regional Office 10.
General Order No. 1300 assigns Canieso as chief of the directorial staff (CDS) at the Police Regional Office – Autonomous Region in Muslim Mindanao. But this was cancelled on Wednesday. Canieso was then assigned as CDS at the Police Regional Office 6.
The cancellation of Espenido’s reassignment to this city came a day after drug lord Richard “Buang” Prevendido was shot and killed in a police operation in Jaro district.
The reason remains unknown as of this writing. Binag did not discuss it.
“We have a new ICPO director in Senior Superintendent Henry Biñas, and we already have his order that was supposed to take effect Sept. 1” was all he said.
Biñas, a member of the Philippine National Police Academy Class of 1995, told Panay News in a phone interview yesterday that he has not yet received any official order on his new designation.
But Director General Ronald Dela Rosa, Philippine National Police chief, himself called him on Friday and ordered him to take over the ICPO.
“It will be an honor to serve my fellow Ilonggos,” Biñas said. “This is a challenge to me, but with the help of the Ilonggos and local officials, we can do better.”
He said he would carry on with all ICPO programs and projects related to the antidrug campaign. “Illegal drugs [are] a nationwide problem. This is our top priority.”
Espenido, meanwhile, welcomed the cancellation of his reassignment. He said he would want to fully eradicate drug problems in Ozamiz for now.
“God’s will na rin siguro,” he said. “Kung ako lang po talaga, mas gusto kong manatili muna dito sa Ozamiz City since there are still things na dapat ayusin tungkol sa illegal drug trade.”
“Mas gusto kong ma-totally stop iyong illegal drug trade dito sa Ozamiz City,” he added. “Sa totoo lang, malawak pa ang problema.”
Dela Rosa echoed Espenido’s sentiment.
“Tulad noong sinabi ko dati, I prefer him to stay in Ozamiz City para maresolba ang problema roon sa ilegal na droga,” Dela Rosa said. “Mas maganda kung mananatili muna siya doon.”
“Saka, iyong nga, iyong mga taga-Ozamiz gusto siyang manatili doon,” he added. “Ayaw nilang umalis si Jovie, at may mga nagsabi pa nga na mag-People Power sila kung ilipat si Jovie sa Iloilo.”/PN
