ILOILO City – A former Sangguniang Bayan (SB) member of the municipality of Concepcion, Iloilo was arrested in a joint antidrug operation of the police and Philippine Drug Enforcement Agency (PDEA) in Barangay Ungka 2, Pavia, Iloilo.
An undercover police officer bought a sachet of shabu from Sandy Boy Salcedo Jr., now a resident of Barangay Ungka 2, Pavia, around 3:45 p.m. yesterday.
Five more grams of shabu valued at P42,000 was recovered from Salcedo, son of the late Concepcion mayor Elizabeth “Betsy” Salcedo.
Salcedo, 44, was an SB member of Concepcion for three years. He ran for mayor last year but lost to Mayor Millard Villanueva.
He was a level 2 high-value target of the police and PDEA in Western Visayas, according to Chief Inspector Jonathan Pinuela, Pavia police chief.
Salcedo, nephew of former Sara, Iloilo mayor Nepthali Salcedo, was taken to the PDEA Region 6 detention cell right after his arrest. The police and PDEA had been monitoring his movements since last year.
It took the undercover police officer over two weeks to seal a drug transaction with Salcedo, said Pinuela.
“I’ve been targeting him since last year when I was then the police chief of Concepcion,” he added.
While still based in Concepcion, Salcedo’s supplier was suspected drug lord Melvin Odicta Sr., said Pinuela.
After Odicta was assassinated in August last year, Salcedo found a supplier from Negros Occidental, the police chief added.
Salcedo faces a charge for violation of the Comprehensive Dangerous Drugs Act of 2002.
This was not Salcedo’s first brush with law enforcement authorities. In March 2013 he was arrested for carrying a .22 caliber revolver on Mabini Street, Iloilo City. There was an election gun ban at the time.
In December 2015, Salcedo’s elder brother, Pyke was arrested in a drug bust, too.
The 46-year-old Pyke Salcedo sold a sachet of shabu to an undercover police officer in Barangay Poblacion, Concepcion.
According Pinuela, two more sachets of shabu and drug paraphernalia were recovered from Pyke.
Senior Superintendent Harold Tuzon cited the Pavia police and PDEA for Sandy Salcedo’s arrest.
“My instruction to my men is to go after high-value targets,” said Tuzon./PN
