‘Exercise your right of citizen’s arrest’

MANILA – Philippine National Police (PNP) spokesperson Brigadier General Bernard Banac urged the public to exercise their right of citizen’s arrest against anyone, including foreigners who are violating the laws of the country.   

“That includes calling out anyone, both locals and foreigners who disrespect or violate laws and local ordinances,” Banac said. 

He added anyone has the right, since it is the duty of every Filipino to be involved in the progression of peace and order. 

“If situation warrants, it is enshrined in our laws that we can exercise citizen’s arrest, and immediately turn over to proper authorities anyone (who was) apprehended for proper disposition,” he said.

Banac added those who are reluctant to do so due to security concerns, may simply report the incidents to the authorities and the violators will be turned over to barangay officials.

Oo puwede ‘yung citizen’s arrest, pero siyempre para sa protection na rin ng mga kababayan natin ‘yung barangay natin ang kanilang tawagin. Pinakamabuti ‘yung barangay para person in authority talaga,” he said.    

Banac’s recommendation came after a foreigner went viral on social media for allegedly defecating at the Baluarte de Dilao in Intramuros, Manila./PN
