ILOILO City – Without a special business permit from the city government, no flower vendor will be allowed to do business in this city this Halloween.

The Public Safety and Transportation Management Office (PSTMO) of the city government expects around 200 flower vendors to cash in on the yearly tradition of people paying homage to  their dearly departed on Nov. 1 (All Saints’ Day) and Nov. 2 (All Souls’ Day).

The Business Processing and Licensing Office at city hall started issuing special business permits yesterday.

Flower vendors have until today only to secure permits, said Jeck Conlu, chief of the PSTMO.

The special business permit costs P200. Conlu, however, said flower vendors must also secure a barangay clearance and pay a garbage fee. He did not say how much these would cost the vendors.

“Other than these, wala na sila sang iban pa nga balayran,” stressed  Conlu.

On Wednesday, Acting Mayor Jose Espinosa III issued Executive Order (EO) No. 101 identifying the only areas where flower vending for Halloween would be allowed. These were the following:

  • Aldeguer and Rizal Streets outside the Iloilo Central Market in the City Proper

  • Barangay Katilingban in Molo district

  • Barangay Oñate de Leon in Mandurriao district

  • barangays El 98 Castilla, Desamparados and Seminario in Jaro district

  • public market of La Paz district

  • Barangay Santa Felomina in Arevalo district (front of the police station)

Vendors can start erecting their kiosks on Sunday and start selling by Monday until midnight of Nov. 1.

“There is no more extension for flower vending on Nov. 2,” said Conlu.

Flower vendors selling in areas other than those identified in EO 101 would be shooed away. Their illegal structures would be demolished, said Conlu.

Small-scale flower vending outside cemeteries would be tolerated for as long as vendors do not obstruct the roads.

Conlu, however, emphasized that kioks are not allowed outside cemeteries; these would be demolished.

He also warned vendors against pilfering electricity from the city’s power lines.

In issuing EO 101, Espinosa invoked public safety and the orderly observance of All Saints’ Day and All Souls’ Day.

Flower vendors are required to display prominently their special permits.

According to Espinosa, vendors should only sell flowers; other merchandises are prohibited.

Vendors should also maintain the cleanliness of their premises all the time, he stressed. They must have garbage bags. (Iloilo City PIO/PN)
