Former Capiz town mayor nabbed for firing gun inside gov’t office

ROXAS City – Former mayor Ramon Locsin of President Roxas, Capiz was hospitalized after his arrest around 4 p.m. on Monday for allegedly firing guns inside a government facility in Barangay Cabugcabug in the said town.

Locsin will be slapped with charges for alarm and scandal, illegal discharge and possession of firearms, Capiz Police Provincial Office director Colonel Canilo Fuentes told Panay News.

Locsin reportedly used a municipal-owned building near his residence as firing range, said Fuentes.

A resident nearby tipped off Fuentes through a text message after several shots were heard from the area. Fuentes then requested assistance from the town’s Provincial Mobile Force Company (PMFC).

Mga bandang 3 p.m. merong nag-inform sa akin na concerned citizen. May nagpapaputok daw ng baril sa Resource Livelihood Center owned by the LGU (local government unit),” the province’s top cop said.

Fuentes added: “Nag respondi yung PMFC natin doon at caught in the act talaga na si Don Ramon Locsin ay nagpapaputok ng baril.”

Recovered from Locsin were two .40-caliber pistols with live bullets. Several empty slugs were also found in the area..

“Yung pinakita nya was permit to carry permit to carry firearms outside residence pero hindi ‘yun sapat;  dapat meron syang permit to possess at firearms registration,” he added.

Locsin was brought to the Bailan District Hospital in Panitan Capiz after his blood pressure shoot up but was later transferred to a private hospital in this city. He was reportedly confined at the intensive care unit.

Locsin served as mayor of President Roxas from 1968 until the 1986 People Power Revolution broke out./PN
