Committee will probe 3 village chiefs

ILOILO City – Councilor Jeffrey Ganzon changed his mind. His Committee on Police, Fire, Penology, Public Safety, Order and Security, Dangerous Drugs and Rehabilitation will investigate three barangay captains for the proliferation of illegal drugs in their areas.
Just this Tuesday, he said he won’t conduct a probe unless there’s a verified written complaint against Keith Espinosa of Barangay Monica-Blumentritt, City Proper; Remia Prevendido Gregori of Barangay Bakhaw, Mandurriao district; and Noemi Jablo of Barangay Desamparados, Jaro district.
Ganzon said he will only initiate a “preliminary investigation” on Councilor Plaridel Nava’s concern that the three barangay captains may be held liable for gross neglect of duty and grave misconduct.
“Kun mag-file kami kaso, meaning talagang dapat i-require ko nga may verified complaint. Kay indi pwede mag-file kaso or ma-recommend kay mayor,” said Ganzon.
Nava’s concern on the three barangay captains was contained in a resolution – not a complaint – that the city council referred to Ganzon’s committee.
Nava said Ganzon’s committee can lawfully proceed with the investigation even without a verified written complaint.
“We can act motu proprio,” said Nava. Motu proprio is Latin for “on his own impulse.”
Ganzon may be held administratively liable if he won’t, Nava warned.
Aside from the three barangay captains, Ganzon is also inviting the following for the investigation this Oct. 17:
* Senior Superintendent Remus Zacharias Canieso, city police director
* Philippine Drug Enforcement Agency (PDEA) regional director Gil Pabilona
* City Department of Interior and Local Government officer Ferdinand Panes
* Association of Barangay Captains president Reyland Hervias; and
* all city councilors.
The investigation will be at SP session hall, sixth floor of Iloilo City Hall./PN
