BACOLOD City – A retired officer of the Philippine Army expressed concerns over President Rodrigo Duterte’s “pampering” of the armed forces.
Former Philippine Army Brigadier General Raymundo Jarque said Duterte is spoiling soldiers and the police through raising their salaries and offering them with other incentives for fighting rebels.
Jarque – who was the behind the counterinsurgency campaign Oplan Thunderbolt in Negros Island in the 1980s – stressed that during Ferdinand Marcos’ term as president, the Philippine Constabulary was also “pampered.”
He said “too much attention” to the armed forces may result to them being “abusive,” citing what happened during the Marcos regime, when members of the military perpetrated human rights abuses.
After retiring, Jarque said he had a “bigger view” of what is happening in the country – emphasized on the difference between the economic elites and the masses.
He also said tagging rebels as terrorists sends a message to politicians to harass these insurgents.
The nature of the conflict between the government and insurgent groups must be “studied” and resolved through peaceful means, Jarque added./PN
