BACOLOD City – The property was originally industrial and should not have been distributed to farmers, Mayor Ernesto Estrao of Hinoba-an, Negros Occidental said yesterday.

Estrao was referring to the 127-hectare lot covered by the Comprehensive Agrarian Reform Program (CARP) in Barangay Bacuyangan.

The lot is part of the 282-hectare land area that the Hinoba-an local government wanted reclassified as industrial.

If the Sangguniang Panlalawigan (SP) approves of this, the area will be called the Southern Negros Industrial Estate.

According to Estrao, the contested property is “heavily disturbed” and should be exempted from land distribution based on the agrarian reform law since it is “unproductive for agricultural use.”

Estrao also said the municipal government has approved three ordinances disputing the granting of certificate of landownership award (CLOA) to farmers.

He added that the judicial decision giving the finality on the coverage of CARP in the area has yet to be issued.

Estrao said the municipal government is waiting for the decision but failed to say where the case was filed.

The mayor stressed that the municipal government will offer compensation to farmers who will lose lands if the SP favors the reclassification of the lot.

Estrao added that he wants a “win-win situation.”

Earlier, affected residents, farmers and other cause-oriented groups banded themselves under the Save Hinoba-an Movement to show their opposition on the proposed reclassification of the lot.

The reclassification of the land property will pave way for the construction of a ship-recycling company.
