MANILA – The chairman of the House of Representatives Committee on Justice is confident that Supreme Court Chief Justice Maria Lourdes Sereno will be impeached.

Sereno had said she wanted a day in the Senate impeachment court or for the House to admit there is no probable cause to impeach her.

“If she (Sereno) is that confident that she will win the case, the more that we are confident that she will be convicted before the Senate (impeachment) court,” Rep. Reynaldo Umali said in a radio interview yesterday.

Umali believes there is probable cause to impeach Sereno, especially with her unsound “psychiatric and psychological makeup” as affirmed by the testimony of a psychologist and “expert witness.”

“Lumabas iyan sa persona niya, sa kanyang psychiatric and psychological makeup, parang may mood swings and so on and so forth. Lahat iyan lumabas,” Umali said. “Many of her colleagues have also manifested their aversion to Sereno.”

Sereno has been described as “inhuman,” “mentally dishonest” and a “usurper,” the representative claimed.

“Paano niya babalikan ang korte na kung saan iyong labintatlong miyembro nito ay ayaw sa kanya?” Umali said.

Thirteen Supreme Court magistrates have “arrived at a consensus” that Sereno should take an indefinite leave as she prepares for possible impeachment proceedings at the Senate.

“Kapag nabalik ka diyan, baka mas masahol pa, lalo pang gumulo ang ating gobyerno, ang ating hudikatura at ang Supreme Court,” said Umali.

The Umali-led House justice committee is set to vote on March 7 on the existence of probable cause to impeach Sereno.

“We are already drafting the impeachment complaint,” said the congressman.

“Napaka-importante kasi kung ano iyong porma,” he said, pointing out that there will be “four grounds.” He added: “Ino-organize na iyong Articles of Impeachment.”/PN
