THIS FEBRUARY 14, 2026, the Human Settlements Adjudication Commission (HSAC) marks its seventh anniversary, under the theme, “Seven Years of Quality in Action: From Resolution to Reform.” The theme reflects the Commission’s dual role – not only as a venue for resolving disputes but also as an institution shaping reforms in the human settlements and housing sector. Over seven years, HSAC has steadily worked to ensure that housing and land conflicts are addressed fairly, efficiently, and with sensitivity to social and economic realities.
The legal foundation of HSAC is Republic Act No. 11201, which took effect in 2019 and reconstituted the former Housing and Land Use Regulatory Board (HLURB) into a quasi-judicial body focused on adjudication. This ensures that real estate development disputes are addressed by a specialized institution with technical expertise and legal authority. Its mandate covers conflicts between homeowners and developers, subdivision and condominium issues, homeowners’ association disputes, possession and contractual controversies, and compliance with housing standards. HSAC offers accessible, timely, and cost-effective resolution.
Beyond resolving disputes, HSAC contributes to systemic reform by identifying patterns of recurring issues in housing cases, informing policy improvements, and clarifying compliance standards in the real estate sector. Decisions rendered by the Commission not only settle individual cases but also guide developers and stakeholders in upholding legal and ethical standards. In this way, the anniversary theme, “From Resolution to Reform,” captures the Commission’s ongoing journey from adjudication toward shaping a more orderly and accountable housing system.
In celebration of its milestone, the HSAC Regional Adjudication Branch VI has prepared a series of activities for employees, clients, and stakeholders. These include an Information and Education Campaign (IEC) delivered through print materials, radio programs, and online broadcasts, designed to raise awareness about HSAC’s services, jurisdiction, and procedures. Public legal education remains a cornerstone of access to justice, and such campaigns help bridge the gap between communities and the law.
As part of the outreach, a booth display will be set up to cater to walk-in clients and engage other stakeholders, including key shelter agencies. The booth will provide consultations, distribute IEC materials, and facilitate inter-agency coordination on housing-related concerns, reflecting HSAC’s commitment to collaborative and community-focused service.
