ICTMU: Coordination is a must for all VIP security details

ILOILO City – Retired Colonel Uldarico Garbanzos, head of the Iloilo City Traffic Management Unit (ICTMU), understands that disclosing the schedule of a VIP is not always feasible as part of security measures.

However, Garbanzos emphasized that the ICTMU should be informed at least 30 minutes in advance for deployed traffic aides to make the necessary preparations.

He further noted the need for coordination, especially during unexpected situations or rush hours when traffic aides may face challenges in managing the flow of vehicles.

On Monday, Dec. 4, three vehicles figured in a collision due to the sudden passage of a motorcycle marshal at the San Rafael intersection in Mandurriao district.

Garbanzos said they had already identified which police unit the motorcycle marshal was from.

The ICTMU is also set to send a letter, to be signed by Mayor Jerry Treñas, to the Police Regional Office 6, asking for proper communications during convoy security operations.

The Highway Patrol Group (HPG), on its part, clarified that they were not escorting any VIPs on Monday.

According to Lieutenant Colonel Samuel Pascual of the HPG, they need to secure a request from the Philippine National Police before they can escort VIPs.

He added that their office keeps a log of all escorts to ensure accountability for the personnel involved.

Pascual also mentioned that they have prescribed uniforms for escorts—long-sleeved shirts with the HPG logo, reflectorized vests, and helmets with matching numbers on the motorcycles.

Based on Memorandum Circular No. 2017-049, the HPG is only allowed to escort the following: heads of state or government, ministers, ASEAN Secretary General, heads of delegations, diplomats, and other endorsed VIPs from the Department of Foreign Affairs and government agencies or institutions prioritizing the security and safety of delegates. (With a report from Aksyon Radyo)/PN
