ILOILO – The province of Iloilo has emerged as the top implementer of the Enhanced Comprehensive Local Integration Program (E-CLIP) in Western Visayas, receiving national recognition from the Department of National Defense’s Task Force Balik-Loob for its innovative and inclusive reintegration strategies for former rebels.
The award, presented during the 7th Founding Anniversary of Task Force Balik-Loob on May 21 at Camp Aguinaldo in Quezon City, highlighted Iloilo’s leadership in peace-building and community development initiatives that promote unity and national stability.
Provincial Social Welfare and Development Office acting head Rani Melvi Cuarte and Provincial Planning and Development Office acting head Valme Lujan received the award on behalf of Gov. Arthur Defensor Jr.
Iloilo’s E-CLIP implementation includes a robust support system for former members of the Communist Party of the Philippines – New People’s Army – National Democratic Front (CPP-NPA-NDF) and KAPATIRAN members (formerly RPM-P/RPA/ABB), featuring a mix of financial, educational, legal, and health services.
Among the key local policies are Provincial Ordinance No. 2024-328, which provides tertiary and technical educational support to former rebels and their children, and Provincial Ordinance No. 2024-330, which extends similar assistance to KAPATIRAN members and their dependents.
In 2024, 26 former rebels were issued Joint AFP-PNP Intelligence Certificates (JAPIC), qualifying them for further reintegration assistance. The province has also constructed a halfway house to support rebels transitioning back to civilian life.
Immediate aid is extended through the Assistance to Individuals in Crisis Situation (AICS) program administered by the Provincial Social Welfare and Development Office, in coordination with the Department of Social Welfare and Development. This includes food, livelihood packages, and medical services.
The Provincial Peace and Order Committee, meanwhile, is actively assisting qualified beneficiaries in navigating the legal processes for the National Amnesty Program, ensuring a complete and sustainable reintegration pathway.
Task Force Balik-Loob Undersecretary Angelito De Leon and Philippine Army’s Lieutenant Colonel Joseph Aldanese, officer-in-charge, conferred the award, citing Iloilo’s model as a benchmark for other provinces in the country./PN
