ILOILO City – A technical working group (TWG) that will work on the procurement and establishment of an Intelligent Transport System (ITS) in this city is now in place.
The ITS was conceptualized to address various traffic concerns, especially along the Sen. Benigno Aquino Jr. Avenue (formerly Diversion Road), such as the occurrence of accidents due to improper parking of vehicles and reckless driving.
The city government has allotted P25 million for the procurement and installation of the ITS along the avenue.
Executive Order No. 3 signed by Mayor Jed Patrick Mabilog identified the following to compose the TWG:
* Land Transportation Office
* Land Transportation Franchising and Regulatory Board
* Transportation Management and Traffic Regulation Office
* City Engineer’s Office
* Department of Public Works and Highways
* University of the Philippines representing the academe
* Iloilo City Police Office
* City Planning and Development Office, and
* General Services Office.
The TWG will determine and recommend to the city mayor and the Bids and Awards Committee the specification of the ITS to be procured as well as the qualifications of the supplier and the conditions of the procurement and installation and make suggestion for the effective and successful implementation of the system.
There will be closed circuit television cameras to monitor the movements of vehicles and pedestrians on major streets.
Akin to “Big Brother”, the ITS has personnel monitoring traffic violators and alerting enforcers to go after them, with the objective of keeping the streets orderly and without congestion.
Mabilog said ITS will also be a big help during vehicular accidents. These can easily be responded by concerned authorities, he said.
“Big Brother” is a fictional character in English author George Orwell’s dystopian novel Nineteen-Eight-Four about omnipresent government surveillance.
In popular culture, “Big Brother” is a reality television show where people’s movements in a house are under the perpetual gaze of hidden cameras./PN
