ILOILO City – The delayed P11.2-billion Jalaur River Multipurpose Project (JRMP) Stage II in Calinog, Iloilo may adversely affect other Philippine projects that the Export-Import Bank of Korea (Korea Eximbank) is funding, warned the National Irrigation Administration (NIA).
“If we cannot resolve the problem at the Jalaur project, the bank may also lose interest in funding other Philippine projects,” said Administrator Peter Laviña of NIA yesterday.
Interested project bidder and Korean contractor Daewoo filed a case against NIA’s Bids and Awards Committee (BAC) and December last year, the Quezon City Regional Trial Court (RTC), Branch 84 stopped the committee from conducting a new bidding for the construction of Jalaur mega dam.
BAC declared the first bidding a failure.
The court ordered NIA to re-evaluate the bid of Daewoo and the other bidder, Daelin company, also based in Korea.
Laviña said NIA is seeking ways to for Daewoo’s case to be withdrawn so that the rebidding could proceed.
“First step is to withdraw the case so that we can proceed,” he stressed.
In declaring the first bidding a failure, NIA’s BAC said the two bidders failed to meet the requirements. Daewoo failed to submit a lump sum price analysis while Daelin lacked documents to prove its financial capability.
Daewoo took the matter to court to stop the rebidding. It accused the BAC of grave abuse of authority.
Daewoo submitted a bid of P8.6 billion, lower than the P11.2-billion project cost.
“We will call for a rebidding….as soon as they withdraw the case,” said Laviña.
NIA’s central office filed a motion for reconsideration at the Quezon City RTC.
Laviña said he sought the help of the Korea Eximbank December last year when a representative of the bank visited in the country.
“We are hopeful pero alam niyo na ang kaso sa Pilipinas can drag on for many years. I understand the Koreans are also eager to proceed with the project,” said Laviña.
JRMP Stage II was a priority project of the previous Aquino administration. Ilonggo senator Franklin Drilon lobbied for it.
It involves the construction of three dams, a 6.6-megawatt hydro power plant and an 81-km long canal.
The Jalaur River will be harnessed for irrigation and power generation./
