ILOILO City – A city government job hire charged with statutory rape, acts of lasciviousness and sexual violence was arrested yesterday in front of city hall.
The arrest of 38-year-old Roberto Ireneo Lingad Sr. stunned City Administrator Hernando Galvez.
“We try very much to screen our people,” he said.
Lingad, who also went by the name Joel Cuevas-Minerva, was a resident of Barangay Poblacion Ilawod, Panay, Capiz but temporarily staying in Barangay Calaparan, Arevalo district. He was hired as peer facilitator for the city government’s drug rehabilitation program in Arevalo district.
Galvez lamented that “may nakasulod nga may mga pending cases” but he stressed “persons should be presumed innocent until proven (guilty) beyond reasonable doubt (in court).”
He urged other city hall “frontliners” to come clean.
Lingad’s arrest warrant was issued by Judge Jeffrey Almalbis of the Regional Trial Court in Capiz on July 19, 2009 yet. It was served to the suspect after eight years by the combined police forces of Panay, Capiz and Regional Intelligence Division of the Police Regional Office 6.
Galvez assured the public that the city government as a stringent vetting process in hiring employees.
“I don’t know what went wrong sang una pero may mga bagay nga bisan may clearance ka na, wala ka pa gale ma-clear,” he said.
Galvez said Lingap had been a job hire for a year already and received a compensation of P400 a day./PN
