Syudad sang ILOILO – Nagpadala sang cautionary cease and desist notice si Mayor Jose Espinosa III sa Board of Directors (BOD) sang Metro Iloilo Water District (MIWD).
Sa sulat nga napetsahan Disyembre 4, 2017, ginhambalan ni Espinosa ang MIWD paagi kay Board chairman Dr. Teodoro C. Robles kag Gen. Manager Imelda Magsuci nga void ab initio ang appointment sang anum ka katapo sang BOD kasunod sang desisyon sang Supreme Court en banc nga nagadeklarar sang Section 3 (b) sang PD 193. Ini ang probisyon nga nagadula sang poder sang alkalde sang isa ka syudad nga mag-appoint sang BOD sang water district kon manubo sa 75% ang active connections sa sakop sang syudad.
Bunga ini sang pagkwestiyon sa korte sang anay alkalde sang Cebu nga si Mayor Michael Rama kag Metropolitan Cebu Water District (MCWD) sa pagsaylo sang appointing authority sa gobernador sang Cebu bangod nagnubo sa 71% ang active water connection sa syudad.
Sa sulat sang alkalde, ginsiling sini nga nagatuyo sia nga mag-appoint sang bag-o nga set sang BOD.
“Wherefore, the undersigned intends to appoint a new set of Members of the Board of Directors of Mtero Iloilo Water District, Iloilo City pursuant to the above cited case. You are therefore directed to henceforth CEASE and Desist from further performing the powers and functions of the members of the Board of Directors of MIWD, such as but not limited to your rumored plan to award the P12.348 billion contract to nthe private water distributor, Metro Pac Water Investment Corp (MWIC),” kabahin sang direktiba ni Espinosa sa MIWD.

“Kon ano gid man ang ginaplano dira sang MIWD, indi anay sila mag-act whatsoever because it might prejudice na sang Syudad sang Iloilo kag because of this I have to protect the city of Iloilo’s residents,” pangabay ni Espinosa sa MIWD.
Panindugan pa niya nga dapat lang makonsulta sang husto ang mga residente sang syudad kon ano man ang ila plano.
“We should be consulted, we should be properly advised sang whatever plans dira kay under the law now, under the decision of the Supreme Court, the board of directors should cease and desist their existent there and they are terminated because of the decision of the supreme court,” dugang pa ni Espinosa.
Sang ginpamangkot kon ngaa ginaduso gid niya nga kuhaon ang poder sa pag-appoint sang BOD, ginpaathag sang alkalde nga ginasunod lamang niya ang kasugoan.
“Indi ko gusto nga hambalon nila nga ginpabay-an ko ang kinamatarong sang syudad,” dugang pa niya.
Samtang ginasulat ini nga balita, wala pa nakakomento sa isyu ang MIWD.
May lima ka BOD ang MIWD nga may termino nga anum ka tuig. Ginalakipan ini nanday Dr. Teodoro Robles bilang chairman, Atty. Juanito Acanto, Dr. Jessica Salas, Ramon Cua-Locsin, kag Atty. Josephine Abad-Caram nga lunsay appointees ni Gob. Arthur Defensor Sr. Una nga maga-expire ang termino ni Caram sa 2018./PB
