SAN JOSE, Antique – The Social Development Committee of the Regional Development Council (RDC) will seek local government support in opposing the reduction of the minimum age of criminal responsibility.
It will ask the RDC to come up with a resolution opposing the proposal and rallying support from local government units, said Social Welfare Officer III Katherine Joy M. Lamprea of the Department of Social Welfare and Development (DSWD) Region 6.
DSWD regional director Rebecca Geamala is the chairwoman of the SDC.
(DSWD) Regional Field Office 6 on Tuesday said that the committee chaired by DSWD regional
A bill authored by Rep. Fredenil H. Castro (Capiz, 2nd District) and pending at the House of Representatives seeks to lower to 9 years old from 15 years old the minimum age of criminal responsibility.
The SDC believes the proposal, if approved, will deprive children of childhood and the chance to grow up in a normal home setting, said Lamprea, also the secretariat of the Regional Juvenile Justice and Welfare Committee.
Lamprea said they launched in December last year a one-million-signature campaign against the proposal but were able to gather so far only around 7,000 signatures, which were way below their target.
“We also need resolutions from [local government units] opposing the House bill,” she said.
Among the signatories were several Western Visayan journalists who signified support to the campaign during a forum in Boracay.
Lamprea said they aim to reach their target before the meeting of the subcommittee on correctional reforms resumes on or before end of March. (PNA)
