LTO Kalibo: Vehicle emissions testing at PMVIC or PETC

KALIBO, Aklan – Owners of vehicles can opt to secure their emission clearances in a smoke emission testing center or accredited private motor vehicle inspection centers (PMVICs).

The emission test is a mandatory requirement before registration of motor vehicles with the Land Transportation Office (LTO).

PMVIC facilities conduct full roadworthiness test for the vehicle, including emission test, while private emission testing centers (PETCs) conduct only emission testing.

Emission testing results of PETCs are accepted for registration by LTO, subject to visual inspection of the vehicle by the agency.

LTO Kalibo District Office chief Engr. Marlon Velez said motorists may submit their vehicles for state-of-art inspection in PMVIC in Barangay Pook, Kalibo, although such testing remains optional. Still, motor vehicle owners have the option to have their vehicles tested in PMVIC or PETC for compliance with the Clean Air Act.

Last August, Department of Transportation (DOTr) Secretary Arturo Tugade directed the LTO to hold in abeyance the mandatory PMVIC testing with the Geographic Areas of Responsibility for the registration of motorcycles and light vehicles.

DoTr has suspended a smoke emission testing center in Kalibo for 90 days due to violations.

Only one emission testing center in Estancia, Kalibo is operational, but,  can only test around 70 gasoline and diesel vehicles in a day. The time interval for testing per vehicle is 15 minutes./PN
