ILOILO City – Motorists involved in serious road crashes in Western Visayas may soon face faster administrative sanctions.
The Land Transportation Office (LTO) Region 6 and Police Regional Office 6 (PRO‑6) forged an agreement to directly link police blotter reports to transport law enforcement actions.
The two agencies signed a Memorandum of Understanding (MOU) on March 4 establishing a formal referral system that will allow police reports on road crashes and violations to be promptly transmitted to LTO‑6 for investigation and possible sanctions against drivers and vehicle operators.
The agreement was signed by LTO‑6 director Atty. Gaudioso Geduspan II and PRO‑6 director Police Brigadier General Josefino Ligan during the First Quarter Regular Meeting of the Regional Development Council.
Under the MOU, PRO‑6 will provide LTO‑6 with detailed police blotter reports involving serious road crashes and transport‑related incidents across Iloilo City and the five provinces of Western Visayas.
These reports will include incident narratives, sketches, photographs, witness statements, blotter excerpts, and other relevant documentation to help LTO‑6 evaluate possible administrative liability.
The information will allow the transport agency to issue Show Cause Orders to drivers and vehicle operators involved in severe crashes, requiring them to explain why administrative sanctions should not be imposed.
Records such as driver’s license information and Official Receipt/Certificate of Registration (OR/CR) documents will also be shared to strengthen accountability and case build‑up.
The agreement also provides for police assistance in serving Show Cause Orders, particularly in cases where respondents are difficult to locate or refuse to cooperate.
PRO‑6 personnel will likewise support LTO‑6 during roadside inspections and enforcement operations, while selected police officers may be deputized to help enforce traffic and transport laws.
As part of the collaboration, LTO‑6 will conduct orientations for PNP Traffic Incident Responders on key transport regulations, including the Anti‑Drunk and Drugged Driving Act of 2013, the Anti‑Distracted Driving Act of 2016, and the Motorcycle Crime Prevention Act.
Police investigators are also expected to assist in serious crash investigations to ensure proper documentation and evidence gathering.
A joint technical working group will be created to oversee the implementation of the agreement, with quarterly reporting mechanisms to monitor progress and enforcement outcomes.
Geduspan said the partnership strengthens efforts to hold reckless motorists accountable and improve road safety across the region.
