KALIBO, Aklan – The Sangguniang Bayan of Malay maintained its stand to operate the Manoc-Manoc cargo port in Boracay Island.

The SB favorably endorsed the project’s construction under Resolution No. 004-2015 on the condition that the Department of Transportation (DOTr) will turn over the management of the port to the Malay local government once it is completed.

DOTr allocated P58,312,723.03 for the port’s construction in 2015.

However, the Philippine Ports Authority (PPA) said the DOTr was not authorized to turn over completed port projects to any agency or local government unit because these were booked in the transportation agency’s accounts.

The port’s construction was suspended pending the issuance of the Environmental Clearance Certificate (ECC).

Senior Engineer Rona Mae Barabona of PPA’s Port Management Office Panay-Guimaras represented port manager Jose Cesario Bautista during the SB’s regular session on Sept. 6.

PPA requested the SB to issue a local or zoning clearance, a requirement for the ECC from the Department of Environment of Natural Resources.

“The implementation and construction (of Manoc-Manoc port) will proceed once all requirements are completed,” Barabona said.

Reinforced concrete wharf, mooring system, stairlanding, additional back-up area, port lighting system, rubber dock fenders, and retaining walls will be installed to improve port services.

On December 12, 2016, PPA had given Khan Kon Chi Construction – the project contractor – a full notice to develop the port within 300 calendar days. (Aklan Forum Journal/PN)
