BACOLOD City – The Sangguniang Panlungsod (SP) encouraged Bacolodnons to minimize using fireworks and pyrotechnics this holiday season.
Last week, the SP passed a resolution urging the public to strictly follow the rules under Republic Act (RA) 7183, which regulates the sale, manufacture, distribution, and use of firecrackers and other pyrotechnic devices.
The resolution cited sections in the Constitution declaring the protection and promotion of the right of the people to health and that the people must live in a “balanced and healthful ecology in accordance with the rhythm and harmony of nature.”
Firecrackers and pyrotechnics contain sulfur, charcoal and other materials that form into greenhouse gases when they react with oxidants in the atmosphere, the resolution stated.
It added that dust from fireworks and pyrotechnics can affect the lungs and pose danger to people to have respiratory ailments like asthma, bronchitis, laryngitis, pneumonia, rhinitis, and sinusitis.
The SP also urged Bacolodnons to observe proper waste disposal during the holidays.
Executive assistant Ernesto Pineda, cluster head for sectoral concerns and market, said he met with different offices and business establishments concerned and interested to sell fireworks and pyrotechnics in the city.
Pineda advised them that the designated site for the sale of fireworks and pyrotechnics is behind the Pope John Paul Tower at the Reclamation Area.
Fire marshal Superintendent Rodolfo Denaga said the sale and display of firecrackers is regulated under RA 9154, or the Fire Code of the Philippines.
Denaga said the firecrackers are not allowed to be displayed in malls and other similar establishments.
City Ordinance No. 511 also prohibits the sale of firecrackers and pyrotechnics outside designated areas.
President Rodrigo Duterte issued Executive Order 28, which tasks village chiefs to identify a zone for a community fireworks display.
Senior Police Officer 3 Jacob Montoya of the Firearms and Explosives Division of the Bacolod City Police Office said all 10 police stations in the city will monitor their assigned areas and confiscate firecrackers and pyrotechnics from individuals caught violating the laws./PN
