ILOILO – The provincial government of Iloilo is taking a decisive turn toward climate resilience and ecological restoration by integrating Nature-Based Solutions (NbS) and the Ridge-to-Reef (R2R) strategy into its upcoming sustainable development programs.
Provincial Administrator Raul Banias led a high-level consultation with environmental experts and advocacy groups to craft a framework that balances infrastructure growth with environmental protection. The discussion centered on rechanneling government investments toward renewable energy, sustainable agriculture, and disaster resilience without compromising ecological integrity.
“Our overarching goal here is to find judicious ways to utilize our funds to boost disaster resilience and agricultural productivity while also reducing carbon emissions. We want to employ nature-based methods to effectively respond to challenges like El Niño and prevent flooding issues,” Banias said.
The recent meeting gathered notable resource persons including Victor Prodigo, Nature-Based Solutions and R2R advisor; Melvin Purzuelo of the Green Forum; and Larry Nacionales of the Panay Organic Producers Association (POPA), alongside Capitol department heads.
Prodigo emphasized that Nature-Based Solutions involve the “protection, management, and restoration of natural ecosystems to tackle various societal challenges,” underscoring the need for local governments to institutionalize NbS principles in planning and implementation.
By leveraging natural systems, Prodigo said communities can “better adapt to climate variability and enhance their resilience against disasters.”
The Ridge-to-Reef approach, he added, offers a holistic framework linking upland and coastal ecosystems, stressing how “human interventions in forest and upland areas ultimately affect coastal and marine environments.”
The renewed environmental push comes in the wake of successive typhoons that recently battered parts of the province, exposing the vulnerabilities of local ecosystems and the need for proactive, science-based strategies.
As part of its awareness efforts, the provincial government will observe Environmental Awareness Month and Climate Change Consciousness Week from November 17 to 21, 2025, with the theme “Ridge-to-Reef (R2R) Commitment for MoRProGRes.”
