BACOLOD City – The Sangguniang Panlungsod (SP) committee on transportation will no longer hold a second public hearing for the proposed ordinance against riding-in-tandem crimes after a “fruitful” hearing on Tuesday, according to Councilor Dindo Ramos.
Ramos, chairman of the SP committee on transportation and the author of the proposal, said none of the attendees opposed the ordinance during the public hearing held at the Bacolod City Government Center.
The proposed ordinance will prohibit riding on motorcycle in the city from 9 p.m. to 4:30 a.m. to prevent crimes perpetuated by those “riding in tandem.”
The proposal has certain exemptions. It excuses female back riders, minors below 12 years old, and those who are constrained to ride a motorcycle due to emergency, which will be determined by apprehending officers.
Ramos said he was expecting someone to oppose the ordinance.
Attendees gave their comments and suggestions to make the proposed ordinance more effective.
They suggested that those who work at night riding motorcycles must present their identification cards to the apprehending officer.
The attendees also suggested reducing the penalties, from P500 for the driver and P300 for the back rider to P300 and P200, respectively.
Barangay officials, motorcycle clubs, call center agents, and other stakeholders attended the public hearing.
Ramos said he will submit a committee report in relation to the public hearing today./PN
