330 village officials in Iloilo City not eligible to run in brgy election
ILOILO City – A total of 330 barangay officials in this city are barred by law from seeking reelection for a fourth consecutive term this May 14 barangay election.
These village officials include 62 barangay captains and 268 councilmen or members of barangay councils, according to Atty. Ferdinand Panes, chief of the Department of the Interior and Local Government (DILG) Iloilo City.
Barangay captains and councilmen are limited to three consecutive terms only.
“We have their names already kag kon ano ila mga barangays,” said Panes.
DILG Region 6 is preparing a list of these barangay officials for submission to the Commission on Elections (Comelec).
The poll body is expected to post this list in conspicuous places before the period for the filing of certificates of candidacy (COC) for the barangay election (April 14 to 20).
“I think isa sa mga requirements mag-file sang COC, isa ka information nga ginapangayo nga indi sila dapat last termer…Aware ina sila. Bal-an na nila ang epekto kon magdalagan sila despite their three consecutive terms,” said Panes.
Recently, DILG officer-in-charge Eduardo Año ordered its regional offices to submit a list of incumbent barangay captains and Sangguniang Barangay members on their third and final terms.
This “preventive action” of the Department, according to Panes, is in line with Section 43 (b) of Republic Act 7160 (Local Government Code) which read: “No local elective official shall serve for more than three consecutive terms in the same position. Voluntary renunciation of the office for any length of time shall not be considered as an interruption in the continuity of service for the full term for which the elective official concerned was elected.”
There are 180 barangay captains in Iloilo City and over a thousand barangay councilmen.
The DILG recently launched here its nationwide campaign for “Matino, Mahusay, at Maaasahang” barangay and Sangguniang Kabataan (SK) officials to encourage the public to vote for good leaders in the coming synchronized village and SK elections.
“If your barangay officials are not performing, then change them through the power of the ballot,” said DILG assistant secretary Jonathan Malaya.
DILG also supports the proposal of the National Citizens Movement for Free Elections (Namfrel) to require barangay and SK candidates to submit at least a one-page resumé.
Namfrel has urged the Comelec to compel candidates to submit their one-page resumés highlighting their suitability for the position./PN
