NTC completes manual on disaster response

ILOILO City – The National Telecommunications Commission (NTC) 6 with its Regional Director Nestor Antonio P. Monroy presented the completed identification and composition manual of the Rapid Emergency Telecommunications Team (RETT) during the 4th Regional Disaster Risk Reduction Management Council (MDRRMC) meeting on Nov. 15 at Smallville 21 Hotel, Mandurriao.
RETT was created for preparation measures in times of emergency and disasters and can be deployed immediately upon the impact of a disaster.
“After the July 2016 emergency communication summit of the information and communication team and after several follow up meetings and brainstorming, finally we are presenting the Rapid Emergency Telecommunications Team and its manual,” said Monroy.
The RETT team is composed of:
*Radio operator- to take charge of radio communication of the team and outside operations
*Electronic specialist- who is in-charge of public address and under the relevant system outside
*IT Specialist –who is concerned about telecommunication matters
*Special equipment specialist- who is responsible for drown operations
*Visat satellite operator- who is in-charge and responsible in handling small terminals of the visat communications
*System support specialist – to take charge of the power requirement team
*Frequency Manager – to take charge of assigning different frequencies;
*Public information Officer- to spread to the general public the activities in the area.
The system is expected to require the provision and maintenance of operable and interoperable communication before, during and after emergencies and disasters and can be achieved through the following:
*Provision of an emergency voice, data, video and information system for response cluster
*Establishment of communications posts in disaster areas
*Fostering of communications interoperability and commonality from all levels.
The Office of Civil Defense spearheaded the enhancement of information and communication technology in its application on disaster responds to compliment the national level headed by Monroy./PN
