ILOILO City – Mayor Jed Patrick Mabilog was supposed to veto a provision of an approved ordinance granting an additional P50,000 cash incentive to centenarians in this city. But he cited a different section.
In his letter to the Sangguniang Panlungsod dated April 18, the mayor vetoed a portion of “Section 3” and even Section 9 that allots a P1-million fund yearly from where the incentives for the centenarians would be taken.
In his veto letter to the Sangguniang Panlungsod, Mabilog stressed he was “one and in agreement with the intention…to give tribute to the Ilonggo centenarians” and that in practice, he had long been giving incentives in the form of a cash incentive of P10,000 plus a plaque of recognition to centenarians.
“However, along with the vital task of the undersigned and that of the entire Iloilo City Government, approving the above-mentioned parts of the ordinance shall, in one way or another sacrifice equally important projects and undertakings of the government, significantly affecting its constituent’s general welfare,” stressed Mabilog.
Besides, according to the mayor, the national government through the Department of Social Welfare and Development was already releasing P100,000 cash incentive to each centenarian.
Councilor Plaridel Nava, however, discovered a discrepancy in Mabilog’s veto. The city mayor referred to a different section of the ordinance, he said.
Section 3 of the ordinance was on the definition of terms. The provision granting the additional P50,000 incentive to centenarians was Section 6.
This meant the city mayor vetoed the wrong sections, said Nava yesterday.
“For all intents and purposes, this ordinance is already approved. The mayor received it on April 6. Today is April 25. Although he vetoed it before the 10-day prescriptive period, ang gin-veto n’ya only two provisions. All other provisions remain effective, including Section 6,” said Nava.
Councilor Candice Tupas suggested that amendments may be introduced to the ordinance in next week’s session of the city council./PN
