BACOLOD City – A unit of the Office of the Solicitor General (OSG) asked the Local Water Utilities Administration (LWUA) to investigate the Bacolod City Water District (Baciwa).
According to the Task Force Crusaders, several issues surrounding the water district have “remained unanswered.”
Over the last decade Baciwa consumers have been suffering from “poor and continuously undesirable services,” said the OSG unit’s national deputy commander John Chiong.
Chiong, a resident of this city, claimed the water supply from Baciwa was “insufficient” and “most of the time turbid.”
“These were due to the unending irregularities and anomalies that had been hounding the water district,” he wrote LWUA administrator Andres Ibarra on Oct. 14.
Among such issues, according to Chiong, were:
* the MetroPac Water Investments Corp.’s unsolicited proposal for a joint venture with Baciwa, which was believed to lead to privatization
* the proposal of Miya-Maynilad to address the nonrevenue water and expansion program of Baciwa in 2013
* the P500-million loan refinanced by the Development Bank of the Philippines
* the still-under process bulk water supply contract, which was moving very slow, and
* the questionable drilling of five new deep wells in September despite the bulk water supply contract.
The Task Force Crusaders wants to know what was happening in Baciwa and explain it to the public, Chiong said.
These issues were raised by “concerned citizens” who have been complaining to the OSG unit via email, he said./PN
