BACOLOD City – The Sangguniang Panlungsod approved on first reading the city government’s proposed P2.25-billion annual budget for 2018.
The 2018 budget was P250-million higher than this year’s P2 billion.
Fifty-one percent of the 2018 budget – P1.145 billion – was from Internal Revenue Allotment while the rest was from local sources, including real property taxes, regulatory fees, business permits, and local taxes, said Councilor Caesar Distrito.
Half of the proposed budget was intended for the Maintenance and Other Operating Expenses (P1,120,024,839), the appropriations and finance committee chairman said.
Personnel Services gets 28 percent (P629,186,522); Development Fund, 10 percent (P229,055,930); Disaster Risk Reduction and Management, 5 percent (P112,500,200); Capital Outlay, 2 percent (P52,115,200); and Other Expenses, 4 percent (P95,117,074).
“The budget will prioritize health services; solid waste management; social welfare services; public safety, which includes peace and order, antidrug campaign and traffic management; economic development and infrastructure; tourism; and education and Bacolod City College,” Distrito said.
Moreover, the budget includes allocations for tourism activities: barangay fiestas, Tourism Summit, Bacolaodiat, Mayflower Festival, Diwali Festival, Food Festival, and MassKara Festival.
The third tranche of salary increase of all regular city government employees was included in the 2018 budget as well.
Distrito said he will hold a public hearing on the proposed city government budget but did not say when. All he said was all city hall departments and other concerned agencies will be invited.
