MANILA ā€“ A total of P536 million was allotted for the upgrade of facilities at 14 public drug treatment and rehabilitation centers, or TRCs.

The proposed budget for 2018 aims to ā€œenable them (TRCs) to accommodate additional admissions,ā€ said Johnny Pimentel, a member of the House of Representativesā€™ appropriations committee.

In Iloilo province, the drug rehabilitation center in the municipality of Pototan was allotted P57.06 million.

Other public TRCs with their respective allocations were as follows:

* Bicutan, Taguig City (P172.14 million)

* San Fernando City, La Union (P25.96 million)

* Dagupan City (P25 million)

* Ilagan, Isabela (P34.7 million)

* Fort Magsaysay, Palayan City, Nueva Ecija (P20 million)

* San Fernando, Camarines Sur (P50.6 million)

* Malinao, Albay (P29.77 million)

* Argao, Cebu (P24.2 million)

* Cebu City ā€“ South District (P25 million)

* Cebu province (P13 million)

* Dulag, Leyte (P11.73 million)

* Cagayan de Oro City (P17.91 million)

* Surigao City (P55.5 million)

Specifically the P563 million was intended for ā€œhealth facilities enhancement,ā€ not for maintenance and operations, which have a separate allocation, Pimentel said.

Meanwhile, the Surigao del Sur congressman urged the Fort Magsaysay Mega TRC to accommodate drug dependents who escaped from other centers and those undergoing rehab for the second time.

The 10,000-bed Mega TRC in Nueva Ecija was a P1.4-billion donation of Chinese real estate tycoon Huang Rulan.

ā€œOur proposal is for the Dangerous Drugs Board, on a case-to-case basis, to file the appropriate petitions in court so that drug dependents who escaped from the centers where they were originally supposed to undergo treatment may be subsequently committed to Fort [Magsaysay] once they surrender or are surrendered by their families within the one-week deadline prescribed by law,ā€ said Pimentel.

Many drug dependents voluntarily submit themselves to confinement and rehabilitation only to get away later, he said./PN
