MANILA – The Philippines, as chairman of the 2017 Association of Southeast Asian Nations (ASEAN) Summit and Related Meetings has now accomplished 10 out of the 11 priority economic deliverables.

“Of the 11 priority deliverables, the Philippines together with the whole of ASEAN has been able to successfully achieve eight [deliverables], two were technically achieved, and one is a work in progress,”  Trade secretary Ramon Lopez said in a statement delivered by Undersecretary Ceferino Rodolfo during a briefing at the ASEAN International Media Center in Pasay City.

The first eight deliverables accomplished during this year’s Philippine chairmanship of the ASEAN were the following:

  • Completion of the Focused and Strategic Action Agenda on Investment
  • Completion of the Focused and Strategic Action Agenda on Investment
  • Operationalization of the ASEAN Roll-On, Roll-Off connecting Davao-General Santos to Bitung, Indonesia
  • Adoption of the ASEAN Seamless Trade Facilitation Indicators
  • Development of the ASEAN Inclusive Business Framework
  • Adoption of the ASEAN Work Programme on Electronic Commerce 2017-2025
  • The first full and comprehensive country visit exercise under the ASEAN Economic Community 2025 Monitoring and Evaluation Framework
  • Adoption of the Action Agenda on Mainstreaming Women’s Economic Empowerment in ASEAN

“Those are the eight priority deliverables, which are fully delivered,” Rodolfo said.

The Trade official said two priority economic agenda has also been “technically” completed:

  • Substantial conclusion of discussions on the Region-Wide Self-Certification Scheme
  • Substantial conclusion of the ASEAN Trade in Services Agreement

“The 11th priority deliverable is the substantial conclusion of Regional Comprehensive Economic Partnership (RCEP). This remains as a work in progress,” Rodolfo said.

“Nonetheless, the level of engagement on the RCEP has been unprecedented,” he added.

The RCEP, launched in November 2012, aims to create a free trade agreement (FTA) between and among the 10 ASEAN members and the group’s dialogue partners.

The deadline for RCEP negotiations was originally set in 2015. It was extended until 2016, but nothing was finalized.

In September, Trade secretary Ramon Lopez said the RCEP trading partners have agreed to set “more realistic” trade offers for the deal to push through.

He urged the ASEAN members to expedite and complete the negotiations by the end of 2017 as the Philippines wanted to achieve significant gains during its hosting of the ASEAN Summit. (GMA News)
