BACOLOD City – Police arrested the general manager of the Bacolod City Water District (Baciwa) on Friday for grave oral defamation.
Officers from the Warrant and Subpoena Section of the Bacolod City Police Office served Engr. Mario Macatangay an arrest warrant in his office in Baciwa on Galo Street, Barangay 12 around 1:30 p.m.
But Macatangay evaded detention. Accompanied by the arresting officers, he headed to the Hall of Justice to post a P6,000 bail bond.
Municipal Trial Court in Cities Branch 7 Judge Abraham Bayona issued the warrant on March 6.
Prosecutor II Juliana Carbon of the City Prosecutor’s Office — a former Baciwa general manager — filed the complaint against Macatangay.
Carbon claimed that around 8:37 a.m. on Feb. 13, she learned from a Baciwa employee that Macatangay, using a public address system, spoke about her during Baciwa’s flag-raising ceremony.
“What is ironic is that while she is raring to be back to the water district, she retired and abandoned the water district in the first place,” read part of Carbon’s complaint quoting Macatangay as allegedly saying.
“The truth is Atty. Carbon bluffed when she submitted her retirement to the LMCC, hoping that the AGMA and AGMO, the managers, the Union and the rank and file will rally behind her,” the complaint read.
“The problem with her is she did not wait,” read the complaint. “Had she waited for the decision of LWUA not to extend me, the position of being the general manager of the water district should have been handed to her on a silver platter. Now she is influencing the Union, you, the 207 employees to sign a petition to oust me for her to be reinstated. I think she is a very scheming woman.”
Carbon earlier filed a complaint against the Baciwa Board of Directors before the Civil Service Commission (CSC) Region 6 for her “constructive dismissal.”
The CSC ordered Baciwa to put Carbon back as general manager and pay her back wages starting Aug. 18, 2015 until her actual reinstatement. It also invalidated the appointment of Macatangay as general manager.
The Board of Directors filed a motion for reconsideration against the CSC ruling, but the commission upheld its decision.
Baciwa employees want the Board to carry out the CSC Region 6 order.
“It is the official stand of the [union] that the services of Macatangay be expired immediately and the reinstatement of Carbon in accordance with the [CSC] Region 6 decision be implemented,” the Baciwa Employees’ Union said./PN
