ILOILO City – A police officer who pawned his government-issued firearm was dismissed from the service.
Police Corporal Val Allan Lisay of the Police Regional Office 6 (PRO-6) was dismissed from the police organization effective June 15, 2021 for grave misconduct and conduct unbecoming of a police officer.
Lisay pawned his .9mm service pistol to a friend, who also pawned to another person.
The firearm ended up being used in shooting to death Chinese businessman Wei La Zing of Barangay Ma. Clara here in 2020.
Under the Philippine National Police code, officers who pawn or sell government properties face dismissal from the service.
PRO-6 director, Police Brigadier General Rolando Miranda said Lisay’s dismissal should serve as a warning to the more than 13,000 police personnel across the region.
“Malaki na sahod ng pulis bakit mag sangla pa ng baril. Para hindi masangla, huwag kayong mag susugal at mag bisyo para hindi kayo mangutang,” Miranda said.
Lisay, a member of the Mandirgmang Mang-Aawit band, admitted pawning his firearm because he had debts to pay.
He pawned the gun to Andy Mahinay who was later tagged a suspect in killing Wei.
Wei was robbed and shot dead on Nov. 12, 2020 on Iznart Street here.
Mahinay admitted the gun used on Wei was owned by Lisay but later retracted his statement.
Police investigators subjected the gun to cross-matching and ballistic examinations. The result showed the spent bullets recovered from the crime scene were identical to those of Lisay’s gun.
On the other hand, PRO-6 spokesperson, Police Lieutenant Colonel Arnel Solis said Lisay had already left PRO-6 after receiving his dismissal order.
However, Solis said Lisay can appeal to the Regional Appellate Board.
